Mettering System for “Telasi” JSC (Electric networks of Tbilisi) Initial situation


In order to reduce losses and save energy supplies, as well as to improve the accounting system of electrical energy, “Yerenergo” CJSC has implemented the Automated Information Measuring Systems of Monitoring and Mettering of Electricity – Mettering on “Telasi” JSC.
The activities were carried in two phases:
The conceptual design of the first phase of Mettering on “Telasi” JSC is following:

  1. Integration into the system of commercial points of electric energy accounting at 20 plants.
  2. Integration into the system of the most reseau points of technical accounting of electric energy at 20 plants.

The conceptual design of the second phase of Mettering system on “Telasi” JSC is following:

  1. Integration into the system of commercial points of electric energy accounting at 30 plants.
  2. Integration into the system of the most reseau points of technical accounting of electric energy at 30 plants.
  3. Integration into the system of commercial points of electric energy accounting of all departed feeders at 50 plants.

Basic objectives for the investment of the accounting system
Data collection of commercial and technical accounting from 50 plants with nominal voltage from 0,4 to 110 kV.
Complete automation of commercial accounting.
Protection against illegal access and electrical energy embezzlement.
Monitoring and the determination of the loss structure.

 

System decisions


Mettering system is built on the basis of Elster – Metronica software – technical means:
Multifunctional microprocessor-based electrical energy meters of EuroALPHA series (approx. 1000 items).
Alpha CENTER software provision for multilevel systems.
Computer and linking facilities, workstation, database server.
Mettering for “Telasi” JSC is created as a hierarchical automated system. It includes the following levels of hierarchy:
The level of ASCAEE of energy objects.
The level of data collecting and processing center (DCPC).:

 

Standard structure of DCPC and energy objects


On the substations of “Telasi” JSC electrical energy meters of Euro ALPHA series (0, 2 S and 0, 5 S precision, approx. 1000 items), which measure the active and reactive electrical energy and the capacity in two directions.  All the meters are completed with additional memory for saving load schedules and also with the unit of digital interface RS-485 for connecting to the communication hardware and transferring the data to higher levels.
The meters are supplied with power backup in order to maintain the functioning of the meter in case of a switch off of the equipment. EuroALPHA meters provide the possibility of collection of network schedule parameters.
In the center of data collection and processing a server is placed.
The device of time satellite synchronization is installed.

 

Organization of communication


The main communication channels of data collection center with the substation are wireless communication.  
GSM as bond type is extracted on several plants.  The released resolution of data collection in DCPC depends on the bond condition with specific energy object and amounts from 30 minutes to a day.  The opportunity of data collection is supported with using all communication facilities. Data protection and protection of DCPC functions from unofficial access is realized with software and hardware tools (authorization and user authentication, package filtration), and also with the limitation of physical access to the server unit of the DCPC.
In A Mettering of “Telasi” JSC informational interaction is provided between the system of ASCAEE and “Electric Networks of Armenia”. Data exporting and importing was anticipated in Alpha CENTER, on the basis of which data interchange with the adjacent units can be provided.


Results


The activities of the implementation of the first stage of Mettering system into “Telasi” JSC were completed by “Yerenergo” CJSC in 2007.
The activities of the second stage were completed in 2008.
The Mettering system of “Telasi” JSC provides with automated data collection from all the electrical energy meters.
The key objective is fulfilled; the first stage of the system is put in commission.
