Mettering system for “Electric Networks of Armenia” CJSC
This program, which improves the mettering system of the electrical energy - Automated System of Commercial Accounting of Electrical Energy , is designed to reduce losses by means of the automatic data collection and processing. The system is put into commercial operation in the Armenian electrical energy system from March 2002.
The program was developed by the Government of Armenia together with USAID agency; the operations on the introduction and investment of the system were realized by “Yerenergo” CJSC.
At that period the system of commercial accounting of the electrical energy in Armenia included 14 electrical power stations, 9 regional control centers and the national center in Yerevan, 4 centers for data collection and processing of the distributive companies, and also all the substations and transport networks. The system was due to provide all the representatives of the energy market with the necessary information about the process of production, distribution and consumption of the electrical energy, the capacity in the electrical energy wholesale market and the capacity in Armenia. The system had the following architecture:
A national calculation center was created and the information from the generative stations (220 kV and 110 kV substations) was transferred into the server of it. On the generative stations, on substations 220 kV and on regional control centers the servers are located with corresponding software provision.
On the substations, where oral communication was existed, the modems were installed, by means of which the information from the substations is transferring into the servers of the regional control centers and the calculation centers. The information from the rest of the substations is calculated and is transferred into the server by means of a portable computer.
In “Electric Networks of Armenia” CJSC the information was received after having been processed in the national calculation center and this was the reason for the low efficiency in acquiring information. Because of this fact the authorities of “Electric Networks of Armenia” CJSC decided to undertake and implement the ASCAEE system in their network and create their own calculation center.
On 22.08.2003 a contract was signed (N 22 TP – 08) with “Yerenergo” CJSC for the investment and provision of ASCAEE system into “Electric Networks of Armenia” CJSC.
ASCAEE system in “Electric Networks of Armenia” CJSC is based on the application of engineering elaborations of Elster Metronica company i.e. Euro Alpha new updated meters and Alpha CENTER measuring-calculating complex.
ASCAEE system in “Electric Networks of Armenia” CJSC is created in a hierarchical way. It is an automated territorially distributed system, which includes the following hierarchical levels:
ASCAEE level of energy objects.
Level of data collection and processing centers (DCPC) of “Electric Networks of Armenia” CJSC branch networks.
Level of DCPC of “Electric Networks of Armenia” CJSC.
The upper level of ASCAEE of “Electric Networks of Armenia” CJSC, where the main DCPC is realized.
Euro Alpha electrical energy meters with precision class of 0,2S are located on the substations of “Electric Networks of Armenia” CJSC, which measure the active and reactive electrical energy and also the capacity in two directions. All the meters are completed with additional memory for saving load schedules and also with units of digital interface RS – 485 for switching to the communication apparatus and transferring data to upper levels. The meters are supplied with power backup function for maintenance of meter functioning in case of equipment switch off.
ASCAEE system in parallel way (simultaneously) produces the following entirely automatic items:
- Data collection from the meters and controllers through the dedicated and switched channels of connection.
- Self – diagnosis and diagnosis of lower level components
- Conducting of calculation.
- Analysis of full data and completion of calculation and collection of insufficient data.
Telephone switched and dedicated lines of connection are the basic data collection channels of connection with the substations. GSM is also used for gathering information.
The intended discontinuity of data collection in collection centers depends on the condition of the connection with a certain energy object and lasts from 30 minutes to a day. The centers of data collection and processing, originating from the branch networks of “Electric Networks of Armenia” CJSC, have a generalized structure.
A separate communication server and a database server are provided for data collection supply from a great number of energy objects in the server unit of DCPC.
Data collection is possible with the use of all the means of connection. Data protection and protection of DCPC functions from unofficial access is realized with software and hardware tools (authorization and user authentication, package filtration), and also with the limitation of physical access to the server unit of the DCPC.
ASCAEE system intends to develop the facility of using electronic mail for information interchange between the adjacent users. ASCAEE system also plans cooperation with other informational systems, which are included into the corporate informational system of management, i.e. interchange between ASCAEE and control management system, technical provision management system, fixing and other systems. Data exporting and importing was anticipated in Alpha CENTER, on the basis of which data interchange with the adjacent units can be provided.
ASCAEE system in “Electric Networks of Armenia” CJSC implied the execution of works in some stages, communication, calculation servers, and software provision were bought.
The first stage includes the installation of the entire package of the software provision servers, the laying and marking communication cables, in case of telephone existence, placing modems and converters for transferring data to the server from substations 110 kV, which is on the balance of Yerevan branch 35 – 110 kV.
The second stage includes the insertion into the system of automatic information collection and processing from more power-consuming substations 110 kilovolts of other branches, information calculation from 220 kV substations and generations.
On the third stage the integration of the substations 35 kV is anticipated, firstly in the territory of Yerevan, secondly the integration of other 35 kV substations.
Currently 4 000 meters are connected to the system.
Results
The implementation of ASCAEE into “Electric Networks of Armenia” CJSC brought to reduction of amount of losses. So starting from February 2004 efficiency of holding the situation let make a fresh account and not buy waste electric energy.

For 10 months of 2004 10 million kW/h was spared in high voltage section.
At present ASCAEE system on “ENA” CJSC all 220-35 kV substations are operated.
Within the expansion of ASCAEE at “ENA” CJSC works of projecting of 10 kV RP and TP substations for the system integration are carried out up to consumer level.
